Phase 1 targets 150 mmscfd for domestic power generation and 3 million tonnes of LNG per year for export, underpinned by 625 billion m³ of recoverable reserves. Total investment: USD 9.94 billion. Estimated IRR: 12–18%. Project horizon: 25 years. Structure: PPP backed by sovereign guarantee, Gas Bond, future-flow financing, and long-term LNG off-take contracts. Operators: Kosmos Energy and PETROSEN, with FONSIS institutional support. Commercial production expected 2028–2029. SIA provides regulatory navigation, investor entry structuring, and coordination with all sovereign counterparts. Eligible for DFI and multilateral financing. PPP structure backed by Senegalese sovereign guarantee. Financing via Gas Bond issuance, future-flow securitisation, private equity participation, and long-term LNG off-take contracts.
