Executive Summary

Anchored in the National Development Plan (PND) 2021-2025 and the National Social Protection Strategy, the PIPS Programme aims to progressively establish an inclusive social protection system that strengthens the resilience and productive capacities of vulnerable households and individuals, enabling them to better manage social and economic risks. The programme will expand social protection coverage while improving access to decent employment and sustainable incomes for over 2 million people, particularly in rural areas and among urban informal workers. PIPS is built around three components: (i) promoting decent jobs and income-generating opportunities to strengthen contribution capacity; (ii) developing sustainable infrastructure to boost productivity and climate resilience; and (iii) expanding and operationalising an inclusive social protection system. The programme seeks to mobilise USD 325 million from institutional, public and private investors, benefiting more than 2 million people and creating around 105,000 direct and indirect decent jobs. PIPS contributes to SDGs 1, 2, 5, 8, 9 and 10, addressing poverty, hunger, gender equality, decent work, infrastructure and innovation, and reduced inequalities.
