PHB Development East Africa (est. 2018, Uganda) designs and manages the TGV (Two-Generation Viable) model — a graduation-driven system that transforms refugee-hosted ECD centres into financially self-sufficient community enterprises. Operating across Kiryandongo, Nakivale, and Kampala under a formal MoU with Uganda's Office of the Prime Minister, PHB simultaneously strengthens ECD centres as fee-generating businesses, organises caregiver households into savings and income groups, and aligns financial service providers behind a shared investment pathway. Results to date exceed all targets: 27 centres supported, 1,269 VSLA members mobilising UGX 135M+ in savings, 6 centres operationally sustainable, and 888 loans disbursed by FSP partners FINCA and OBUL — institutions that have since mainstreamed refugees into their core commercial portfolios. PHB seeks USD 1–3M in catalytic grant funding over 36 months to graduate a cohort of centres to full investment readiness across four settlements, creating a replicable model for East Africa's broader refugee ECD market.
