Executive Summary
This project will focus on improving maternal and child health care outcomes in west Nile and Acholi sub regions through integrated service delivery, access, and capacity building. The project will focus on working with the existing different district maternal and child health systems by enhancing service delivery, hence improving accessibility to the pregnant mothers and children below the age of 5. The project will also aim to provide capacity building through training and skilling the health care workers in maternal and child health care to improve on the health outcomes. According to the USAID - Regional Health Integration to Enhance Services – North, Acholi (RHITES-N, Acholi), 2015, Maternal mortality remains high and showed no decline from 2006 to 2011 despite increases in skilled birth attendance (from 42 percent to 59 percent) and increases in the number of women delivering in health facilities (from 41 percent to 57 percent) during the same period. In the Northern Region, 53.4 percent were delivered by a skilled birth attendant and 52 percent delivered in a health facility. According to the UNICEF Key Facts on Maternal and Newborn health disparities in Uganda, 2015, Maternal mortality ratio (per 100,000 live births) was 343 and Under-five mortality rate (per 1,000 live births) was 55. In addition, in rural areas, 46 percent of women made at least 4 antenatal care (ANC) visits compared to 57 percent in urban areas. Coverage of skilled attendance at birth is 53 percent in rural areas, compared to 89 percent in urban areas. 9 percent of newborns in rural areas receive postnatal care (PNC) within 2 days after birth, compared to 21 percent in urban areas. Therefore, with this background, it is prudent to focus this project in the rural remote areas of Uganda with higher Maternal and child mortality rates. This project will be implemented in the districts of Acholi sub region in Northern Uganda and in the districts of west Nile sub region in Northwestern Uganda. This project will henceforth ensure that mothers and children under five will benefit optimally from the integrated service delivery, access, and capacity building and therefore improve health outcomes not only in this region but also contribute to Uganda’s target of achieving health related Sustainable Development Goals (SDGs) and Universal health coverage.
